தமிழ்நாட்டில் 6.79 கோடி மக்கள் (மன்னர்கள்?) ஆகிய நமக்கு பணி செய்ய அரசு ஊழியர்கள் 14 லட்சம் பேர். ஓய்வூதியம் பெறுபவர்கள் 7 லட்சம் பேர்.

அதாவது மொத்த மக்கள் தொகையில் 1.76 சதவீதம் பேர் மட்டுமே அரசு ஊழியர்கள்.

தமிழ்நாட்டின் மொத்த ஆண்டு வருவாய், ஒரு லட்சத்து 64 ஆயிரத்து 950 கோடி.
அரசு ஊழியர்களுக்காக செலவிடப்படும் ஊதியம் மற்றும் இதர செலவுகள், ஒரு லட்சத்து 17 ஆயிரத்து 99 கோடி.

அதாவது தமிழ்நாட்டின் மொத்த வருவாயில் சுமார் 71 சதவீதம் இவர்களே கபளீகரம் செய்து விடுகிறார்கள். மிச்சம் மீதியில், நலத் திட்டங்கள் என்ற பெயரில் அரசியல்வாதிகள் தின்றது போக சொச்ச எச்சமே மக்களாட்சியில் மன்னர்களாகிய நமது முன்னேற்றத்திற்காக செலவிடப்படுகிறது.

அதிகாரம் செய்ய வேண்டிய நாம் அடிமைகளாகவும், நம்மிடம் கூலி பெறும் வேலைக்காரர்கள் நம்மை அதிகாரம் செய்து ஆண்டு கொண்டிருப்பதும் இன்றைய கேலிக்கூத்து.

SUPREME COURT JUDGEMENT says (WP (Civil) No. 210/2012, 13.09.2012, Page 12, 4th line) that,
"Point No.24. Despite the absence of any express mention of the word ‘information’ in
our Constitution under Article 19(1)(a), this right has stood incorporated
therein by the interpretative process by this Court laying the unequivocal
statement of law by this Court that there was a definite right to information of the citizens of this country. Before the Supreme Court spelt out with clarity the right to information as a right inbuilt in the constitutional framework, there existed no provision giving this right in absolute terms or otherwise. Of
course, one finds glimpses of the right to information of the citizens and
obligations of the State to disclose such information in various other laws, for example, Sections 74 to 78 of the Indian Evidence Act, 1872 give right to a person to know about the contents of the public documents and the public
officer is required to provide copies of such public documents to any person,
who has the right to inspect them".

உச்ச நீதிமன்ற தீர்ப்பு கூறுகிறது (WP (சிவில்) எண். 210/2012, 13.09.2012, பக்கம் 12, 4வது வரி)
"புள்ளி எண்.24. இல் 'தகவல்' என்ற வார்த்தையின் வெளிப்படையான குறிப்பு எதுவும் இல்லாத போதிலும்,
நமது அரசியலமைப்பு சட்டப்பிரிவு 19(1)(a) இன் கீழ், இந்த உரிமை இணைக்கப்பட்டுள்ளது.
அதில் இந்த நாட்டின் குடிமக்களுக்கு தகவல் அறியும் திட்டவட்டமான உரிமை இருப்பதாக இந்த நீதிமன்றத்தின் சட்ட அறிக்கையில் வரையப்பட்டுள்ள படி, இந்த நீதிமன்றத்தின் விளக்கமளிக்கும் செயல்முறை மூலம் சந்தேகத்திற்கு இடமின்றி நிறுவப்பட்டுள்ளது. உச்சநீதிமன்றம், தகவல் அறியும் உரிமையை அரசியலமைப்புச் சட்டத்தில் உள்ளமைக்கப்பட்ட ஒரு உரிமை என்று தெளிவுபடுத்துவதற்கு முன், இந்த உரிமையை முழுமையான விதிமுறைகளில் அல்லது வேறுவிதமாக வழங்குவதற்கான எந்த விதியும் இல்லை. நிச்சயமாக, குடிமக்களின் தகவல் அறியும் உரிமையின் ஒரு பார்வையை ஒருவர் இதன் மூலம் அறியலாம்.

இதுபோன்ற தகவல்களை பல்வேறு சட்டங்களில் வெளியிடுவதற்கான அரசின் கடமைகள், எடுத்துக்காட்டாக, இந்திய சாட்சியச் சட்டம், 1872 இன் பிரிவு 74 முதல் 78 வரை, பொது ஆவணங்கள் மற்றும் பொதுமக்களின் உள்ளடக்கத்தைப் பற்றி அறிய ஒரு நபருக்கு உரிமை அளிக்கிறது.
அத்தகைய பொது ஆவணங்களின் நகல்களை எந்தவொரு நபருக்கும் பொது அலுவலர் வழங்க வேண்டும். அவற்றை ஆய்வு செய்ய அனைவருக்கும் உரிமை உள்ளது". திற / கருத்து
